What changed in the 2025–2026 interview waiver rules

During the pandemic, the State Department temporarily allowed broad interview waivers, including renewals up to 48 months after expiration. That era is over. The current policy — the Interview Waiver Update of September 18, 2025, which supersedes the July 25, 2025 guidance — tightened eligibility twice in one year.

Effective October 1, 2025, all nonimmigrant visa applicants generally require an in-person interview except the categories listed below.

Core eligibility for B-1/B-2 travelers

• You are renewing a B-1, B-2, or B1/B2 visa (or a Border Crossing Card/Foil, BBBCC/BBBCV, for Mexican applicants).
• You apply within 12 months of the prior visa’s expiration.
• The prior visa was issued for full validity at the time of issuance.
• You were at least 18 years old when the prior visa was issued.

Additional conditions that always apply

• You apply in your country of nationality or usual residence.
• You have never been refused a visa (unless that refusal was later overcome or waived).
• You have no apparent or potential ineligibility.

Even if you meet every condition, a consular officer may still require an in-person interview on a case-by-case basis for any reason.
